Reconciliation Cell | Energy Department

Reconciliation Cell, O/o Chief Engineer (Power) performs the following functions:

Reconciliation of billing disputes between Punjab Government Departments and DISCOs in Punjab regarding wrong / disputed billing.
Preparation and Management of Database for electricity connections of Punjab Government.
Ensure online availability of electricity billing data to the concerned Departments through Web-based System.
Facility for online monitoring, assessment of over billing, downloading of disputes data sheets, dispute entries, reporting and reconciliation statements through Web based System.
Necessary action to eliminate irrelevant connections.
Preparation of 25% payment for at source deductions in compliance of CCI decision.
Promote Timely Payments and dispatch vital information to Government of Punjab Departments to avoid late payment surcharges.
Create awareness to Departments.
Necessary action in order to replace the defective electricity meters.
Apply correct tariff to the connections.
Stop billing against disconnected / not in use connections.
Stoppage of billing on average basis against correct meters due to excessive meter reading.
Stoppage of detection bills / bill adjustments.
Survey of public electricity connections on random basis to identify overbilling.

Achievements and Completed Projects:

i) Reconciliation of Govt. of Punjab Electricity Connections by Installing AMI Meters (Pilot Project):

Reconciliation Cell executed the AMI Pilot Project through ADP Scheme 2014-15 for the Reconciliation of Government of Punjab electricity connections by installing AMI meters as "check meters" in series with DISCOs billing meters.
Total cost Project of Rs.156.000 Million.
1698 Nos. AMI meters were installed by Contractor during FY 2016-17 against the connections having load range from 500 KW downward to 20 KW.
Project was completed on 30-06-2020.

ii) Reconciliation of Govt. of Punjab Electricity Connections by Installing AMI Meters (2nd Phase Project):

Reconciliation Cell executed the AMI 2nd Phase Project through ADP Scheme 2016-17 for the Reconciliation of Government of Punjab electricity connections by installing AMI meters as "check meters" in series with DISCOs billing meters.
Total cost of the Project Rs. 290.000 Million.
3193 No’s AMI meters were installed by Contractor during FY 2017-18 & FY 2018-19 against the connections having load from 500 KW downward to 20 KW.
Project was completed on 30-6-2020.

iii) Installation of AMI Meters at Public Connections of Punjab (Phase-III):

Reconciliation Cell has also executed phase-III of AMI Project under ADP scheme in FY 2022-23 for the Reconciliation of Government of Punjab electricity connections by installing AMI meters as "check meters" in series with DISCOs billing meters.
Total cost of the Project Rs.394.580 million.
Under this project installation of total 1924 AMI meters completed on Dec 2024 against load range 05KW to 500KW.
In the PC-1 of this project, total 09 project posts were approved including one post of Chief Engineer (BS-20) and one post of Director Technical (BS-19).
Project completed on 30-06-2025; Warranty period of THREE years started from 2nd January, 2025.

ON GOING PROJECT:

Installation of AMI Meters at MDI Public Connections in LESCO:

Reconciliation Cell is executing this project in FY 2025-26.to install MDM (Metering Data Management) and AMI meters as "check meters" in series with LESCO billing meters for Punjab Govt. connections with load range 20KW to 500KW.
Total cost of the Project Rs. 414.893 million.
Under this project installation of total 770 MDI AMI meters in LESCO is recommended along with installation of MDM with data capacity for 15,000 meters.
In the PC-1 of this project, total 02 project posts (in PPS 08 & PPS 06) were approved for IT team Reconciliation Cell.
Project Gestation period is 28th February, 2027.
